That meaning is definitely there, but it also portrays that practice as malevolent and ugly and something that spreads like a cancer. The problem with Hollywood is usually less about what it depicts than how it depicts it. And it depicts this as evil, which is correct. Great post.
One problem with your theory that the Duffer Brothers (creators of the show) have good intentions about the child exploitation/pedophilia complex -- their profile pic on Twitter shows them happily doing their civic duty by posing for the picture wearing infernal COVID masks. It's reasonable to assume that Branch Covidians would not be the type of person who begins to realize that there may be a pedophile industrial complex going on -- quite the opposite, in fact. Branch Covidians tend to be Normies (i.e., slavish submitters to the Mainstream).
Given their ascendant position within the industry, I would posit that there is no way that they could be naive about these things, which are endemic to the biz. Plus, the source material (Montauk) explicitly includes the commission of child sexual abuse to further secret scientific experiments.
The Duffers might be wishing to expose these things, or they may be taking part in the "revelation of the method" ritual, which I reference in the article. I don't think they could plead ignorance.

This in turn can be further complicated by the pleasure being psychologically entangled with a semi-conscious desire to exorcise what they've suffered themselves (assuming, as I do, that most perpetrators were also themselves victims) -- kind of a mixture of purgative confession with stockholm-syndrome addiction, combined incoherently in their disturbed minds.
Yeah. My mom and I just had that with new show we were watching. A new male character comes over and seems to be friends with the uncle. My mom asks who he is and I say probably the uncles boyfriend. She asks how I could know that and I said these days literally everything is obligated to have at least one gay couple and lo and behold, within the next minutes of the characters dinnertime conversation the two reveal wedding plans and everyone at the table explodes with joy. Just looked at my mom and said "toldja".
Not that I object to gay characters in general, but has def become an obligation that some creators have turned into a virtue signaling competition, who can cram the most LGBT into their story or show. Example, while I enjoy Hazbin Hotel and Helluva Boss and do recommend them, it is absurd that everyone, literally everyone, seems to be either gay or bi except maybe a handful of straight women, some of whom are unlikeable harpies. It's not really emphasized or underscored, just comes up organically in the story, and it doesn't have much in the way of woke virtue signals otherwise so it's a minor thing imo, but it's still a bit silly.
It's the latter. To watch it, to know that it happens in reality, and that we are doing nothing about it, is us essentially giving consent to what goes on.
Definitely an interesting take, especially with the government program tie-in. Personally, I think that the more actionable interpretation is that kids are being "devoured" by social media and the effects of a childhood spent inside. True detective was great, I have to watch that again.
